This lady I found was located in the upper middle part of the beginning city map.The protectors enclave. She starts you on the path to getting astral diamonds.Which is a in game form of currency. You made trade astral diamonds to other people via a in game computer generated character.
Her loc in Protector's Enclave is 968, 979 at the front base of the Hall of Justice area.
