NOTE: at some point, due to player feedback, Conqueror's Shards were replaced by Adventurer's Shards. This is certainly the case in Mod 16.
Yes, which was a great shame for Guilds building structures using 4 different Shards of Power. Alliances used to form PvP groups especially to farm Conqueuror's Shards.
I don't know what has happened to Gamepedia, but this is all still very out of date. Some of the Structure costs had been updated post-Mod 16, but now has the older stuff. I suggest the old info be archived and a new Neverwinter Wiki be started.

A Barracks is a Stronghold Boon structure. At Rank 1 the Experience Points Bonus Boon is unlocked, at rank 3 the Power Bonus Boon is unlocked, and at rank 5 the Incoming Healing Bonus Boon is unlocked.
The "Quartermaster" NPC at the Barracks also offers a daily quest that gives [Influence].
A Barracks may be built at any Boon Structure plot.
