Currently this item can be upgraded to epic using Simril refinement items (Lumens, [Spirit of Simril]) found during the festival, however further refinement (and upgrading) following Epic must be done like a regular Artifact of Union.

It cannot be refined into other artifacts, until after the event has passed. Much like the Champion's Banner.
