The Blank Report Card is required for advancing to the next rank in the Portobello's Game campaign. It can drop from monsters in the event dungeons "Trial of Traps", "Artificer's Workshop", "A Rock Falls", and "Strange Things at Burrow Dawn Inn". In order to queue for these during the event, you have to go to Protector's Enclave, then talk to Portobello to enter the Burrow Dawn Inn. Portobello is at about (971, 636) in Protector's Enclave. The other event dungeon, "Respen's Marvelous Game" doesn't have to be queued for in Burrow Dawn Inn.
