The Champion's Battle Horn is a reward from the Siege of Neverwinter event. It can be purchased from Siege Defense Coordinator.

During the Winter Festival it is also a random drop from a [Starlight Parcel] or [Starlight Bag].

In the unlikely scenario of constant damage, the base cooldown of 10 minutes can be reduced to a minimum of 5 minutes.
