To acquire the Elemental Fire Weapon, you will need to complete the Elemental Evil storyline, culminating in the Spinward Rise quest Seed of Air.

The Elemental Fire Off-hand can be acquired after you reach level 70 and complete the quest Protector's Emissary granted by Sergeant Knox in Protector's Enclave.
