The Experience Booster is a consumable that can be bought from the Zen Market since 25-06-2015 (Patch NW.45.20150618a.2). It replaced the previous Uncommon Experience Boosters.

It grants bonus experience.

Use: 550,000 bonus XP earned at +100%.

When used, this item grants the character a pool of 550k bonus experience. Everything that grants experience will reward 2x the amount of XP until this bonus pool is used up. With this boost, a new character will get to level 60 twice as fast as they would otherwise. (It takes 7 of these boosts for the experience bonus pool to last all the way to level 70.)
