The Illusionist's Mask is an artifact. Its quality varies from common to legendary with its rank.
It can be found in the 
[Bag of Illusionist's Treats] as long as you don't have one yet.[1] It was introduced in the third run of the Masquerade of Liars event which ran from October 29th to November 4th, 2015.
It initially did not have an 'On Use' power (and consequently no recharge time). However, when it was given a Legendary rank, it now has a threat-reducing power, with a 120 second cooldown.

Refining[]
It can initially only be refined using items from the Masquerade of Liars event but due to the Refining rework, some of them are no longer essential to the process. The following items are still recquired :
But those, that are rewards from the Masquerade Loremaster, can now be turned into RP and are no longer restricted to the Mask refining process :

- [Web of Deceit] (150)
Also, as an upgrade reagent (to Rare and Epic level) the following items are required:
From Epic to Legendary level, you can use standard refinement items, in addition to the Masquerade items.
Masquerade refinement items are available in the event. Some from doing daily quests, some from opening [Bag of Illusionist's Treats] as well.
Those item are also not needed for refining the new upgraded version of the artifact, the 
[Empowered Illusionist's Mask].
