Necromantic Sigils are bounty items that drop from enemies in Neverdeath Graveyard.

You can trade them at the Neverdeath Graveyard Bounty Master for:

Note: They cannot be sold but they can be discarded and mailed.

Notes

Necromantic Sigils were initially Bind on Pickup. They were updated to no longer bind, but existing sigils remained bound. Moreover, if you have bound sigils in your currency bag, new sigils will be added to the bound stack. In order to collect unbound sigils, the existing bound sigils must be spent or discarded.
