The Shower of Lights is purchasable from the Simril Store during the Winter Festival for 1. It was added in Patch NW.10.20131211a.10 and contains 220.

Shower of Lights are generally auto-consumed upon purchase. However, when purchased in stacks of three or more, those passed the first two may not all open automatically, and instead are placed in your character's inventory. When traded or mailed these can also open automatically.
