An Epic rank version can be found in the 
[Crushing Wave Lockbox] and an Uncommon rank version is available at the Tarmalune Trade Bar Merchant.
The Symbol is an Artifact of Stability. Stability Stones and other Artifacts of Stability will provide a refinement bonus when refined into the Symbol of Water.
However, when the Symbol is used to refine into another Artifact, it will only provide bonus refinement points when refined into an Artifact of Power.
