A follower of Savras named Sybella has taken up residence in the library below the Temple of Tyr. She claims to be a seer.
I don't know about that, but she is definitely a pest. She wants to speak to you in the worst way and has sent a constant stream of messengers reminding me to let you know that. If she can see the future, you'd think she could arrange to meet you herself.
