The Vault of the Nine will only be available when a character is level 20. This currently means reaching level 20 and visiting Jarlaxle Baenre near the market area of Protector's Enclave. The reward artifact is available to all characters on the same account after successful completion by one character. They can be claimed from the rewards vendor in Protector's Enclave across from Knox. The claiming character can be any level.
